| 1. Steel prices may rise in China in September on inventory decline - 03 Sep, 2010 | Top |
The busy season which is coming and the stock situation in last week have given much confidence to China’s steel market. As a result, many industry insiders have had optimistic remarks about steel price in September, especially the price of long products.
According the latest market survey, on August 27, the overall stock volume of steel products in China is 15.35 million tonne, down by 0.15 million tonne compared to that of last week. Putting it in details, wire rod stock is 1.24 million tonne, down by 4.43% compared to last week; rebar stock is 5.46 million tonne, down by 1.29% compared to last week, and hot-rolled coil stock is 5.47 million tonne, down by 0.81% compared to last week.
The change of stock volume has a strong and direct effect on the trend of steel prices. On August 26, Shougang steel has increased the order price of its high speed wire by CNY 80 per tonne and rebar price by CNY 70 per tonne. Besides, another 14 steel enterprise have also raised the price of wire rod and rebar products on August 31 and September 1 consecutively.
However, there are still parts of steel products which have experience decline, for example, hot rolled coil price is down by CNY 220 per tonne, cold-rolled coil price is down by CNY 180 per tonne and section steel down by CNY 250 per tonne.
One steel analyst has given the reason
First, the traditional busy season of construction industry will begin in September, and the restrict policy of the use of electricity in some areas will seriously affect the production of mid and small-sized steel mills. The combination of the two factors wills certain push steel prices, especially long products price upward.
Second, the cost of steel products will also be a firm support of the uptrend for steel price in September.
And the optimistic prediction has already worked, as the steel section in both futures market and spot market closed at high price.

The Chinese Long Product Price Index CLPPI went up by 20 points on September 2nd 2010 whereas the Chinese Flat Products Index CFPPI went up by 19 points. The overall price index CHISPI went up by 19 points.

| 3. Iron ore and coking coal prices to post first fall in long time on Chinese woes - 03 Sep, 2010 | Top |
Bloomberg reported that coking coal and iron ore sold by BHP Billiton Ltd and Rio Tinto Group will post the first price decline in three quarters as steelmakers cut orders on weaker demand from automakers and builders in China.
Quarterly prices between steelmakers and iron ore producers are set based on three month index averages on Platts, the Steel Index and Metal Bulletin. Most Chinese customers use Platts.
Mr Hu Kai an analyst at researcher UC361.com citing Platts index prices said contract prices for iron ore are set to fall 11% to USD 129 per tonne in the quarter starting October 1st down from the previous three months.
According to data compiled by the Steel Index which tracks 62% ore arriving at China Tianjin port prices would fall by about 12%. Fourth quarter iron ore prices should be set around USD 132 a ton for ore from Australia.
Japan JFE Holdings Inc and Kobe Steel Ltd said BHP the biggest exporter of coking coal cut prices by 7.1%. Kobe Steel spokesman Mr Hiroyuki Hashimoto said BHP Billiton will charge USD 209 per tonne for coking coal for the three months starting October 1st down from USD 225 a ton in the current quarter.
The Chinese government is seeking to trim credit growth from last year record USD 1.4 trillion and is discouraging multiple home purchases to restrain surging property prices. Economic expansion was 10.3% in the second quarter lower than the 11.9% in the first three months. The China Iron and Steel Association said slowing demand led about 40% of steelmakers in the country to idle plants or put them on maintenance and reducing their need for iron ore. Construction accounts for 70% of China steel consumption.

| 17. SULB starts construction of steel plant project in Bahrain - 03 Sep, 2010 | Top |
Arab Steel reported that United Steel Company has started the Phase I of construction in its steel manufacturing project in Bahrain.
Mr Khaled Al Qadieri MD of SULB said that the Phase I of the construction is expected to be completed in 2011. He explained that embarking on the three plants of the complex have come after reexamining all necessary environmental stipulations completing all related studies complying with local and international environmental standards and acquiring all necessary approvals from official authorities.
The report said that 2 consortiums, formed by Kobe Steel Midrex and SMS Meer SMS Samsung Engineering will implement SULB's planned facilities, which include a direct reduced iron plant with an initial capacity of 1.5 million tonnes per year and a melt shop and heavy section rolling mill with a designed capacity of 800,000 tonnes.
The complex will also include a pelletizing plant with an annual production capacity of 5 million tonnes and a second pelletizing plant that have been launched with an annual capacity of 7 million tonnes complementing the first one.
Mr Al Qadieri pointed out that the two contracting companies, Kobe Steel of Japan and SMS of Germany who will provide the technology for the project have awarded contracts to Bahraini companies whereas SULB haven't awarded any further contracts other than those with the aforementioned companies for the purpose of plant construction.
SULB will begin commercial operations and the production of medium and heavy beams and structural sections by the H2 of 2012.

Arab Steel reported that Ezzsteel increased the price of rebar as of September 2010 by EGP 350 per tonne. Thus, the EXW price of rebar reached EGP 3,950 per tonne, tax on sales not included, as compared to EGP 3600 for August rising by 9.7% MoM.
This increase which is the second after the one in August by EGP 50 per tonne comes in order to cover the increase in the raw material costs after the billet prices increased by approximately USD 120 per tonne up from its level 8 weeks ago rising to USD 545 per tonne which is the current price up from USD 425 per tonne. In addition, the price of scrap was up by USD85 to reach USD 355 per tonne to USD 360 per tonne in the mean time.
Despite the demand slowdown in the Egyptian rebar market during August, marking up to 8% as per an official of Ezzsteel, it is expected that demand will regain momentum after Eid Alfitr holidays. The rebar selling price at the local market is still lower than those in many Arab countries in spite of the increase with an average exceeding USD 700 per tonne.
Other rebar producers in Egypt are expected to announce similar rises in rebar price. In this regard, Beshay Steel, the second largest rebar producer in Egypt, announced an increase by EGP 325 per tonne, ie the new EXW rebar price is now EGP 3875 per tonne.

Turkish companies resumed purchases and thus gave the suppliers the opportunity to return the prices to the level of the H1 of August. The US companies offer HMS ? 1&2 at USD 395 per tonne to 400 per tonne CFR. The prices for European and Russian scrap keep at USD 395 per tonne CFR.
The main reason of scrap purchases resumption is acute shortage of scrap in global market. In summer the collecting volumes were rather small, and the demand grew significantly recently in Eastern Asia, Japan and the USA. At that the price of the US HMS ? 1&2 with the delivery to Far East reached USD 400 per tonne to USD 410 per tonne CFR.
In ASEAN countries it reached USD 420 per tonne CFR. Japanese H2 scrap is offered at USD 375 per tonne to USD 385 per tonne CFR in Korea and China and at the prices up to USD 420 per tonne CFR in Taiwan. In Japan Tokyo Steel Manufacturing increased scrap purchases price and other consumers had to follow this example.
The US traders are waiting for a new prices jump in domestic market in Sep. The majority of local rolling mills are finishing the season with empty warehouses. That is why they will have to refill the stockpiles very soon. Earlier the analysts believed that the prices for the key grades of scrap would grow by USD 20 per tonne to USD 40 per tonne.

Taiwan’s Yieh United Steel Corp and Tang Eng have both announced to lift export price of stainless steel for September.
Yusco’s domestic prices for 304 and 430 grades remain unchanged and for 316L extra cost to lift by TWD 2,000 per tonne.
Meanwhile, Yusco’s export price for 300 series stainless steel has increased by USD 60 to USD 80 per tonne and for 400 series has increased by USD 30 to USD 50 per tonne.
Tang Eng’s domestic price for 300 series stainless steel remains unchanged and lifts price by USD 140 per tonne for stainless steel exports.
The price level is expected to close between these two mills. Also, new price level could approach to spot market. The demand does not show positive direction yet. However, it is expected to improve as the nickel price continues soaring.

Currently, the al-killed wire rod price is in the range of TWD 26,000 per tonne to TWD 26,500 per tonne. And the rimmed wire rod price is at the level of TWD 24,000 per tonne to TWD 24,500 per tonne.
The killed steel wire rod price is about TWD 22,000 per tonne to TWD 22,500 per tonne.

US transaction values continued to rise in the third quarter 2009 as delivery lead times extended. Although raw steel output was climbing steadily as blast furnaces were relit, the economy remained depressed, leading to a persistently low level of steel consumption. Selling figures leveled off in the final trimester. A flurry of mill price hike announcements in December translated into substantially higher transaction numbers for period one 2010 business. The primary driver for the advances was escalating input costs. This upward trend continued until May, when prices started to decline as the market slowed for seasonal reasons. The steelmakers, desperate for orders, began to make a series of concessions. Customers secured a further discount of around USD 40 per tonne this month. The situation in Canada mirrored that in the US. Throughout the review period, distributors kept stocks to a minimum. There was also a scarcity of attractive import opportunities.
HOT ROLLED PLATE
North American transaction figures climbed throughout most of the first half of 2010 but the upward movement was mainly cost driven. Sales of commodity grade material remained weak, particularly to the construction sector. Demand for the higher specifications improved due to recovery in several end-user sectors. Values started to slide in June as delivery lead times contracted. Further declines are expected in the next few months as import offers become more competitive.

North American prices moved up throughout much of the twelve month assessment span amidst depleted inventories and a relatively low level of demand with the exception of auto related applications. The primary drivers of the positive price development were hardening scrap costs, tight supply and a lack of interesting import offers. Producers started to cut values in June as the traditional summer slowdown resulted in inadequate mill order books.
COATED COILS
The price tendency in North America was upwards for the majority of the last twelve months. The auto sector became much more active and white goods sales were stimulated by a state run rebate program in the US. However, the construction industry failed to rebound to any great extent. The mills agreed discounts in June/July and another concession was given for August business as order books failed to fill.
MEDIUM SECTIONS AND BEAMS
The North American market endured dismal consumption caused by an ailing nonresidential construction sector. Transaction values this month are only just above those of a year ago, despite a number of fluctuations due to scrap movements. We have noted some price cutting recently. Producers have poor order books and are now trying to cope with increased import penetration.
REINFORCING BAR
Seasonally contracting sales volumes adversely affected North American transaction values during the fourth trimester 2009. Despite the ongoing poor state of the building industry and reluctance by distributors to hold stock, the producers tabled a series of monthly advances through to June this year on the back of positive scrap movements. Mill activity remains soft with short delivery lead times. A price decline has set in.
MERCHANT BARS
Very dull market conditions resulted in US steelmakers marking down transaction values in autumn 2009. Although sales remained muted at both the mills and distributors, buyers agreed a number of price hikes during the first quarter 2010 as scrap costs surged. This tendency was reversed in May. We cannot see any prospect for improvement this year as weakness persists in all consuming sectors. The situation in Canada was comparable.
